One of the problems with most people is that they would rather run away and hide from their problems than face them. You use summoning Abel's Ark as an example...that hasn't happened for me yet, but I know how it works. If Shion wasn't forced to face the truth, do you think she would ever acknowledge her past and come to terms with it? Or would she have just continued to reject her own history and hide from what really happened?
And from the impression I got from Albedo, Wilhelm and my own observations, summoning the Ark would cause Yuriev to move in the open, give you a chance to confront him directly.
