Yes and no. Those called back as Servants do, as do the magi, but that is only a very small fraction of those who exist in my world. In fact, most people live their whole lives not knowing magic even exists outside of the old stories and legends.

The magi make sure it stays that way too. There are specific rules in the war. Normal people who witness part of the war are suppose to be killed, for example. I don't know how often that happens. I know some Masters are very careful to set up protections so that doesn't happen, but I am sure not all are.
