He doesn't agree but he's not going to start listing off all the various flaws of people he's encountered thus far in the Tower. Legolas is indeed one of the exceptions, being less flawed, though this is secured by Sephiroth's own interest in the elven race as a whole.
The will to do something wasn't always enough. Not only do too many lack the strength of their convictions but they lack also the actual strength to back it up which is even worse. Following hope rather than concrete opportunity.
