Technically, judging by our current height, there are at least over one thousand floors below us. They will probably make more in the future.

As for artificial gravity, I suspect there are generators embedded in gravity plating on the ground. Such collection of systems designed to mimic gravity are common where I come from.

However, your assumption this is like the inside of a starship is incorrect. As second officer in a spaceship, I can attest we rarely stay in such a low orbit around a planet. It would be dangerous both for us and the residents of the planet.
