It's a rather small ledge after all compared to his proportions. Not to mention if he missed he'd be relying on fingertips, hands and arms that are already screaming from the injured climb down.
Oh what he wouldn't give for the powers to be turned back on as well, it would certainly make this easier. Sephiroth rips the remains of his gloves from his hands and drops them, taking as forceful a grip on the cable as possible as he starts to swing his lower body towards and then away from the intended ledge. Once confident there is enough momentum it takes all of his willpower to let go of that precious cable and get his weight far forward enough to at least get his feet to touch that ledge.
If his balance is the smallest fraction off, this would be embarrassing - and he'd have a long time to think about that on the way down to certain death.]
