[4th Evil Meeting] || [(Not) Beyond Good and Evil] || [Open/Closed]
Characters : Open to any and every villains in the tower and/or morally gray characters in the tower who are so done with the situation and are ready to take things one step further.
Setting: The meeting will start in the Second Tower (75th Floor) and the mingle threads will happen there as well. If a spy or a retrieval unit gets too close to the reunion, all participants will automatically be teleported to another floor so as to prevent information leaking. Well, more or less like for the previous meeting.
Format: Action or prose, whatever you prefer best!
Summary: Some things never change, and atop of the thing that never changes are bad guys and their habits of being, bad guys. So this is a reunion for all bad guys and characters in the gray morals, the fourth of its kind. Basically all those who think the ends justify the means, all those who don't mind having to do harsh stuff to defeat the admins, etc. If your character qualifies, feel free to post in. There are no invitations or network message about it, Ganondorf has simply spread the "rumor" that a reunion is about to happen on the 75th floor, so that all the "bad guys" can get word of it.
The reunion will center mostly around the recent events (explosions, glamour, deadline) and of course, future plotting. What the administrators do, what the various groups did and will do, most importantly what the bad guys should do. There will be one reunions as said before: open to every morally gray characters. Maybe plot new things, offer ideas and have villains cooperate? There will also be mingle thread open to everyone as well, they're generally the best way to get new CR with fellow ambiguous villains.
Warnings: EVIL. Evil plotting. Lovely and adorable things, needless to say. Heroes forbidden unless they have a death wish or who knows, worse?
About that Teleportation Trick
Basically due to the the succession of events, a lot of villains are now tracked by Retrieval Units trying to spy their every movements. More so than they were six months ago. Add on to this, the good guys have taken an habit to try and spy on such reunions even if that means a certain death or worse (ask Legolas or Reno about it). So ever since the previous meeting half a year ago, Ganondorf has devised a system that automatically teleports all participants, including their chairs, to another floor in the tower when a retrieval units gets close. It is seamless and from the participants's viewpoint, it looks as though their surrounding fade for a second before becoming a new floor.
Of course all participants will be warned of this security system before the start of the reunion, so as not to have side-eying moments if the system activates suddenly during the reunion.

Ganondorf had this happen to him once, and the memory of his dead homeworld clearly was an unpleasant one. His enemies being dead certainly counted as a good thing, but the land itself and those under his command did not deserve such a fate. He was curious though as to how Ocelot reacted, if he was correct in his assumption. Hence he turned to her and spoke in a low voice.
"... How was it?"

She told him what she had seen, though she left out any information about Metal Gear. The last thing she needed was for Ganondorf to get ideas with so little time left.
"Tell me, what happened in my absence? I can't imagine September was a dull month." Given how the tower had been ever since she arrived, it was something she had long since gotten used to. The dullness of her own dead world had been as maddening as it was infuriating.

He moved to grab a fruit on the table, and replied after a couple seconds of silence.
"Riki came to visit us on my suggestion." he finally said "However... His visit was brief. Interrupted by explosions, much like the one from August."
This alone was a bad memory given how quickly his conversation with Riki got cut off, and what had subsequently happened. Never had he regretted that much being too curious and having wasted that much time on the dormitory floor. The voices and all had not affected him, but spending one week with some of his enemies had been less than pleasant.
"But on a greater scale. The dormitory floors were lost for a full week and many amongst us were stranded into our rooms." he paused "... I was amongst those stranded in the rooms. It felt as though there were people wandering the dormitory floors whilst we were stranded. They may have been just phantoms, however."

"It seems that the administrators are losing hold of the situation," the soldier said darkly. "Assuming, of course, that they're not the ones intentionally causing this." She would probably have been locked in her dorm unable to find out anything about the situation, but she wished that she had been there anyway instead of wandering about her dead world.

This ruled Riki out of the equation, but the idea that the administrators were working against each other was interesting. After all, divided enemies were much easier to fight than a coherent group.
"The administrators are in an even more delicate situation than we are." he said. After all, Riki had all but admitted that Ruana may kill him if the last power core was to die down next year "Riki was in charge of the tower when Pandora broke the cores, he must not be in Ruana's favor. And she confessed to me once that she didn't like Jason. They can tolerate each other even less than the people in this tower can, and now the only thing that tied them together, their duty as almighty savior, is falling apart.

So whatever alliance the administrators had had was crumbling under the stress of this mighty tower starting to collapse. "If it was not them," she said thoughtfully. "Perhaps there's some unknown force we haven't considered yet."

"Possible." he nodded "And if that is indeed an unknown force, it is imperative we get into contact with them before the administrators find them."
The true purpose behind the explosions was unknown, but they were obviously against the administrators. If anything, finding out that unknown force, if it existed, would be helpful.

She needed to know that amongst allies who had access to incredibly power that she was still in control. "We need to find them, quickly."
