He should just turn and go now, but he doesn't trust Veronica not to then launch an attack at him and if anything can be said for the 'more modest' hospital gowns - they certainly do nothing but heighten ones sense of self-consciousness, it's not going to protect him in any way from that sword Veronica holds. Sephiroth is trying to care less just how much the attire they've been put in washes out his image, brings them all down to be of equal footing and uncomfortable to boot.
