Characters : Open to any and every villain / morally gray characters in the tower.
Setting: The meeting will start in the Cathedral Floor (13th Floor). If a spy or a retrieval unit gets too close to the reunion, all participants will automatically be teleported to another floor so as to prevent information leaking. More details below.
Format: Prose for the meeting. Action or prose for the mingle threads, your choice.
Summary: As usual, this is a reunion for all bad guys and characters in the gray morals. Basically all those who think the ends justify the means, etc. If your character qualifies, feel free to post in. There are no invitations or network message about it, Ganondorf has simply spread the "rumor" that a reunion is about to happen on the 13th floor, so that all the "bad guys" can get word of it.
The reunion will center mostly around the recent events and future plotting. What the administrators do, what the "resistance" does and what the bad guys should do. Maybe plot new things, offer ideas and have villains cooperate? This post will be divided in two threads. One for the reunion proper, another for individuals mingling threads (set either before or after the reunion).
Warnings: EVIL. Evil plotting. Lovely things altogether. Heroes forbidden unless they have a death wish.
Teleportation Trick
Basically due to the recent events, a lot of villains are now tracked by Retrieval Units trying to spy their every movements. Add on to this, the good guys have taken an habit to try and spy on such reunions even if that means a certain death. So Ganondorf has devised a system that automatically teleports all participants, including their chairs, to another floor in the tower when a retrieval units gets close. It is seamless and from the participants's viewpoint, it looks as though their surrounding fade for a second before becoming a new floor.
Of course all participants will be warned of this security system before the start of the reunion, so as not to have side-eying moments if the system activates suddenly during the reunion.

[The Meeting]
This night the only source of light in this most ancient church was the moonlight that could be seen filtering through the stained glasses. There was some sort of dark mist all over the ground, but this had no practical effect and was purely for aesthetic effects, to dissuade any heroes from walking in and try to perturb the reunion. In the center of the floor were a number chairs all of them quite fancy and identical, arranged in circle. It was so that those sitting could speak to each other directly and freely. Last time some of the chairs had been stained with blood, but for some reason this time they were all clean from any trace of blood.
When everyone or at least enough of the "villains" would be seated, the reunion could begin.

"Those amongst you who participated in the two previous reunions know why I organized this." he said in a strong voice and looked around briefly "For those who were not present, the idea is simple. We are those who know blindly following morals and laws is only a limitation to our potential. On the other side, we have those whom in the name of foolish notions and feelings or because they are too afraid of the darkness awaiting beyond, have allowed our administrators to do as they please so far."
As usual, Ganondorf was pompous and liked to speak a lot, developing endlessly. But this speech he was actually improvising, he had not spent a week to prepare it as he had last year.
"Without the shadow of a doubt we all have our own plans. Many amongst us probably want to leave the tower and fulfill their destiny back in their homeworld. Others may wish to exploit this tower's potential. Yet our individuals plans will hardly succeed unless we cooperate on some level."
He paused and smiled, before continuing.
"In fact, our doings are a topic of worries for our administrators, as evidenced by Jason's desperate attempt to get informations. They are not as invincible as most seem to think. They can fall and they will if we coordinate. We are dangerous to them." he said "If we do not work in an alliance on some level, this equates to leaving our 'fate' in the hand of those pretending to fight the administrators since last year and who did naught but aggravate the situation."

'The Machine' need not be brought up. Not yet. It was done, yes, but not ready for the eyes of all.
The sudden thought of Kariya bowing to his feet was bringing a sort of sickening glee that could be copied by a young child imagining obtaining a new puppy. It was perhaps this thought that kept Doom situated as he was, without blurting his usual speaking out.

Though, his attempt at teamwork hadn't gone well at all last time. If teamwork did nothing but ensure failure then perhaps it might be time soon for him to look into doing something about all of this personally. That failure is still fairly sore, though not as raw as his more recent defeats.
Rather than sitting here entertaining if anyone gathered could possibly be used in some way.

And his words only made her remember how the precious launch data from her world had been destroyed. Plans years in the making had ended, even if she could return to her world.
Then there was the idea of cooperating with people that she didn't trust. She didn't trust most people in the tower, but she especially didn't trust the sort of people who were out for themselves. It was a dangerous game to play. Still, Ganondorf had a point.
Even the strongest of them here were quite helpless against the sheer force of the administrators while alone.

If this is post-reunion, the security system should have activated at least once. Hence by the end of the reunion, all the participants will be on the roof of the second tower on the 75th floor. The setting is pretty much the same than in the cathedral, same chairs, same black mist, etc. Except that now they are on the second tower's roof. ]

[But he's here, leaning on the wall and watching everyone else with a sad look. Sam Erstwhile heard about this meeting and was curious. Now to see whether it's as he expected.]

This one certainly wasn't here last time. Sephiroth side-eyes over Sam for a few minutes before coming over. Keeping his expression neutral even if he might well be wrinkling his nose up inside at Sam's apparent lack of pride in his appearance.
Sure they don't inhabit their own bodies, but that doesn't mean one has to stop caring about what one looks like. This one spends more time than most trying to

Pre-Meeting
Sephiroth isn't really sure he wants to be attending another meeting of Ganondorf's. It didn't do him much good at all lending his services to the troll last time and he's not going to get pulled into such a plot again. It had caused nothing but the first in a string of inevitable deaths, and dying isn't desired in the Tower. Either way, Sephiroth would much rather know what is to be going on next even if he is already putting his own plans into motion.
He hangs back from the circle of chairs within the Cathedral until others arrive and he can gauge whether he wants to be here or not. There are most definitely some he would rather avoid, in the wake of certain experiment.]

[ Hagire glances back at the staircase. No sign of Wretched Egg, yet. He did tell her he'd be coming, after all, and invited her along. But then again... she never was much of a team player. She hung around him, sure, but at best, she ignored Chan and En completely. He was curious to see how she'd fit in here, if at all.

[It would probably be wise to stick near Sephiroth, seeing as his own abilities are not ones he can defend himself with, but Shinji doesn't have the best track record when it comes to behaving wisely. Besides, no matter what they decide here, Wretched Egg will still kill whoever she wants, whenever she wants.
She flops down onto an empty chair and stares into the black mist with a bored expression. She can still hear the distant buzzing that echos in her mind, the one the administrators use to keep her under control. But it's still bearable enough for her to stay awake. This is not a place for Shiro anyway.
