True, but we don't know how extensive their surveillance in their own areas is. It's possible they thought they'd never need it.

[fortunately, Zelda is talking to one of the members of Team Nolo who missed out on how effectively just charging Jason could actually be. It does give him some ideas, though.]

If it's possible? Get a whole bunch of people down there - ideally people who won't be volunteering for the fluid change, or who have time to spare before their collar checks, since it's likely a suicide mission.

[He somehow doubts Jason is going to give them the fluid that allows for regaining their powers. Just a feeling.]

From there, have everyone split up and make as much of a mess as they can - he can't tail everyone and probably doesn't have nearly as many retrieval units as he used to to down the job for him.
